EPA, Baytown in Talks to Resolve
Years-Long Sewage Overflow Issues
Baytown’s sewage system troubles, marked by years of resident complaints about unpleasant odors, pollution, and sewage backups, are the focus of ongoing legal negotiations with the U.S. Environmental Protection Agency (EPA). During a virtual community meeting Tuesday night, the EPA provided an update on its lawsuit against the city, spurred by environmental concerns over sewage overflows and water quality.
Bayou City Waterkeeper, a water justice group, began raising alarms about Baytown’s sewage discharges several years ago, ultimately leading to EPA and state legal actions.
Since April 2017, Baytown has reported over 800 incidents of untreated sewage spills, also known as “sanitary sewer overflows” (SSOs), impacting local waterways that flow into the Houston Ship Channel. The EPA claims that these overflows, which carry harmful bacteria and viruses, result from infrastructure issues, including capacity limits and line breaks.
The EPA’s complaint seeks a civil penalty and a formal action plan for sewage system improvements. According to city officials, Baytown has already invested over $220 million since 2002 on infrastructure upgrades and is committed to further improvements.
A final agreement, or consent decree, could be reached by the end of 2025. This agreement would then be open for public review and input before implementation, with full upgrades potentially taking another decade to complete.
