Sam’s Club to Anchor Baytown’s
New San Jacinto Marketplace
A major retail revival is underway in Baytown as Sam’s Club has been confirmed as a key anchor tenant for the upcoming San Jacinto Marketplace, a 550,000-square-foot mixed-use development rising on the site of the former San Jacinto Mall.
The wholesale giant will develop a 169,570-square-foot store at 6611 Garth Road, with an estimated project cost of $22.1 million. This store is expected to offer a more modern shopping experience than current Sam’s Club locations, according to early plans.
Developed by Fidelis Realty Partners, San Jacinto Marketplace will include 10 anchor tenants that together will occupy about 75% of the total retail space. The project also features restaurants, multitenant buildings, pad sites, potential apartment complexes, a hotel, and office space, transforming the 103.8-acre site into a vibrant hub for shopping, dining, and living.
The city of Baytown and Fidelis signed a Chapter 380 agreement, allowing for up to $16.2 million in sales tax rebates to support the development. Fidelis demolished the old San Jacinto Mall in 2022 and began sitework for the new project in October 2023.
Baytown city officials are calling this a major milestone for the community, with more tenant announcements expected next month as the San Jacinto Marketplace continues to take shape.

Baytown Woman Charged in Fatal Hit-and-Run While Free on Bond from Two Counties

A 31-year-old woman with a lengthy criminal history is now facing a fatal hit-and-run charge in Baytown, adding to growing concerns over bond coordination between Texas counties.
Priscilla Marie Vasquez was already free on bond from two separate counties when she allegedly struck and killed 34-year-old Caitlin Von McCall with her pickup truck in the 4300 block of West Cedar Bayou Lynchburg Road. Authorities say Vasquez fled the scene after the crash, which occurred just months after she had been charged in multiple other criminal cases.
A Troubling Timeline of Charges:
April 2023: Vasquez was charged in Chambers County with aggravated robbery with a deadly weapon. She was released on a $50,000 bond.
Two days later: She was charged in Harris County with misdemeanor theft and granted a personal recognizance (PR) bond.
November 2023: She was arrested again, this time for felony lottery theft, accused of stealing tickets and trying to redeem $320 in winnings. Her bond was set at $2,500.
Feb. 22, 2025: Vasquez allegedly struck Von McCall while the victim was walking along a Baytown road. Authorities say she later tried to dispose of the vehicle to cover up the crime.
Concerns Over County Communication and Bond Oversight:
The case has sparked criticism from advocates and legal observers, particularly over the lack of coordination between Chambers and Harris counties. Critics argue that Chambers County could have revoked Vasquez’s bond after the new felony charge in Harris County, but no action appears to have been taken.
As a result, many are asking whether more effective inter-county communication could have prevented the fatal incident.
What’s Next:
Vasquez is now in custody with her bond set at $140,000. She is expected to face charges related to the hit-and-run death of Caitlin Von McCall, in addition to her existing criminal record.
Authorities continue to investigate the incident and the broader questions it raises about Texas’ bond management and judicial oversight systems.

🔹Parking within 30 feet of a signal, stop sign, or yield sign (Texas Transportation Code 545.302)
🔹Parking more than 18 inches from a curb or street edge (Texas Transportation Code 545.303)
