ExxonMobil Overtakes Shell and BP
in Low-Carbon Energy Investment

ExxonMobil is emerging as a front-runner in low-carbon energy investment, surpassing European energy giants Shell and BP in a strategic pivot that underscores diverging paths among the world’s largest oil companies. With a commitment to invest up to $30 billion in low-emission projects from 2025 through 2030, ExxonMobil is staking its future on technologies like carbon capture, hydrogen, and lithium extraction—areas it says align with its technical strengths and infrastructure.

The U.S. supermajor’s Low Carbon Solutions division will direct nearly 65% of this investment toward helping third-party customers cut emissions, a move that positions the company as a key player in broader industrial decarbonization efforts. The announcement, made in December 2024, marks a significant evolution in ExxonMobil’s approach, once seen as more hesitant compared to its European rivals.

Data compiled by energy consultancy Wood Mackenzie and cited by the Financial Times shows that ExxonMobil’s planned low-carbon investment now exceeds that of Shell, BP, and Norway’s Equinor. Shell has reduced its proposed low-carbon investments from $5.5 billion to $3.5 billion annually, while BP cut its clean energy guidance to $1.75 billion, down from $6.45 billion. Equinor, facing economic pressures and regulatory uncertainty, will nearly halve its renewables and low-carbon spending to $5 billion.

In contrast, ExxonMobil’s plans appear buoyed by the financial incentives of the U.S. Inflation Reduction Act (IRA) of 2022, which provides support for carbon capture and hydrogen initiatives. However, the company’s outlook is not without risk—political shifts could alter or repeal key IRA provisions, potentially impacting the viability of these investments.

Despite this uncertainty, ExxonMobil is now second only to France’s TotalEnergies in the share of capital expenditure (capex) directed toward low-carbon energy. TotalEnergies leads with 29% of capex allocated to renewables and related technologies, while ExxonMobil and Shell each dedicate 17%, and BP, following its recent strategy overhaul, trails at 12%.

Shell and BP executives have pointed to low returns on clean energy projects, inflation, and supply chain disruptions as reasons for their strategic retrenchment. Shell CEO Wael Sawan recently stated that the company will limit capital employed in low-carbon businesses to below 10% of its total investment, choosing to allocate resources dynamically based on returns. Similarly, BP announced in February that it would boost its upstream oil and gas investment to $10 billion annually, while slashing clean energy spending by more than $5 billion.

Meanwhile, ExxonMobil continues building a portfolio it believes plays to its competitive strengths, including its technical expertise in large-scale infrastructure projects. Analysts, however, note that successful delivery of these investments will depend on continued government support and market demand.

While all major oil companies face the challenge of balancing profitability with the global transition to clean energy, ExxonMobil's aggressive commitment signals a shift in leadership dynamics. Once trailing European firms on climate investment, the U.S. supermajor is now positioning itself as a key force in shaping the future of low-carbon energy.

Cement Truck Overturns on I-10
Exit Ramp in Baytown, Causing Delays

An early morning crash involving an overturned concrete mixer shut down the I-10 eastbound exit ramp at N. Main and Crosby Cedar Bayou in Baytown on Monday. The incident, reported around 7:03 a.m. by Houston TranStar, blocked three frontage road lanes and brought rush hour traffic to a standstill.

Baytown officials confirmed that the truck driver was transported to a hospital following the crash. The driver’s injuries were not life-threatening, and is expected to recover.

Traffic camera images showed the large mixer truck flipped on its side, completely obstructing the exit ramp. Emergency responders were dispatched to the scene, where a hazmat situation further complicated cleanup efforts.

Crews worked for several hours to remove the overturned vehicle and safely manage the hazardous materials. The exit ramp and impacted lanes were finally reopened around 10 a.m., nearly three hours after the crash was first reported.
